Local 563 members and signatory contractors have access to health and retirement benefit plans that provide security to employees and their families at rates that employers can afford. The Minnesota Laborers Health & Welfare and Pension plans are managed jointly by union and employer representatives.

Union Laborers, spouses, and dependents get access to high-quality health coverage that follows the member from job to job and employer to employer through the Minnesota Laborers Health & Welfare Plan.
Local 563 members working under the union’s Minnesota and North Dakota agreements are eligible for comprehensive family health coverage after completing 330 hours of work and a one-month vesting period. Coverage continues as long as the member has “banked” at least 330 hours per quarter, and participants can bank extra up to 2,640 hours to provide for steady coverage during periods of unemployment.
As of July 1, 2014, Blue Cross Blue Shield of Minnesota has been chosen to provide Preferred Provider Organization (PPO) network services for the Minnesota Laborers Health & Welfare Plan.
Retire in Style with Generous Pension Benefits
When you work as a union Laborer, your employer invests in your future so that you have the opportunity to prosper and retire well. For every hour of covered work, your employer makes a contribution to a pension plan that provides a steady and reliable defined benefit, allowing you to enjoy your retirement years.
Under most of the union’s Minnesota and North Dakota collective bargaining agreements, members receive a pension contribution of between $6.80 and $11.17 for each hour worked. For a member working full-time in building or highway/heavy construction, this can add up to anywhere from $700 to more than $1,200 in monthly retirement contributions – many times more than a construction worker might receive through a typical 401k matching plan.
The Minnesota Laborers Pension Plan is healthy and falls well within the "green zone" as defined by the Pension Protection Act of 2006, requiring funds sufficient to cover at least 80% or more of benefits earned by all active participants, retirees, and beneficiaries.
